I had no problem understanding...

As for the explosives part, some of us spotted that coming when AB269 first showed up. 8# of Bullseye will "build" a helluva lot of .45ACP. I don't think the BATFE really has anything to do with amending laws though. A local fire dept. CAN make you sign a paper for buying powder & primers.
