If my friend from out of state brings me an off roster handgun can he transfer it to me at a local ffl here in California?

Not unless he has a California DL or ID card. that, and the gun must be legal to own in California not just off roster.

Even if your friend moved into the state, establishing residency and all that, it would still be illegal for him to bring you any firearm. If, however, after he settled down, he decided to sell one of his firearms and it happened to be one that you wanted, then that would be hunky-dory. (That's a legal term! Google it!)

No, not unless it is a roster exempt handgun (like C&R, single action, single shot, or Olympic). And the transfer would not be a PPT, it would be a dealer transfer subject to additional fees.

No such thing as out of state PPT. Both buyer & seller must be CA residents. You friend would need to move here then register his guns then he could sell you one by PPT.
