Gun stores can seriously deny a PPT altogether?

Fortunately, I got all my "must haves" earlier this month in anticipation of the insanity. But there's still some killer deals right now and one in particular I'd love to jump on. Problem is of course, no one will PPT. Most stores give you a flat out NO! Others say appt only, but all booked until the 21st... sorry.

While none of this is surprising, is it actually legal?

I guess to some degree it likely is - most stores are probably legitimately running out of space.

At the same time, I've yet to hear of a shop getting in trouble for denying or overcharging for a PPT under normal conditions so I wouldn't expect them to get in trouble now.

It's not legal, but what can any of us do about it? Nothing* in any appreciable amount of time.
*Except spread the word of businesses to avoid.

Ammo Bros doesn't say "no" or require appts. Just show up, sign the list, and wait your turn. I've used three of their locations, two of them multiple times, and have never encountered any "attitude" at all.

I'm in the SFV. Guns Direct is appt only and all booked. Same with Burbank Guns & Ammo. Alamo Pawn said NO! Aegis in Burbank said NO! Haven't tried Addax yet...

Wish I were near any Ammo Bros... The seller isn't either.
