I have had trouble with FFL's not paying their DROS fees to the state and getting suspended from selling stuff. Then they blame it on "the system being down" bs. Is that what happened?

Their FFL is not suspended via the ATF.

DROS fees were due today as tomorrow is the 1st.

Its not for me its a friend who bought a lower and pistol there. They said they cant release the guns because of an issue they are having with the CADOJ.. My buddy is GTG as he just picked up his Colt AR the day before from a different vendor... Ill assume you guys are correct and that he should get his guns by this Friday..Thx
