I'm actually more fascinated by the strange, twisted Japanese-to-English translation that Google attempts with the text:

Its a cheap $2-5 substitute for kids who cant get real guns.... they probably mass produce these paper things and when you get em... you fold em yourself. The items you pick up at the grocery store in the toys section.

Actually, this has little to do with them not having real guns. This stems directly from the Japanese semi-obsession with creating models of everything. You know those plastic models of boats, cars, etc that American kids frequently go through a phase of building? The Japanese go well beyond that, get really creative with the paint processes, and even go so far as to research specific ships or whatnot so that they can get it "just right".
They're also the culture that gave us Origami, which is to say folding paper into creative shapes. You know, cranes, etc. If you cross the two, you get things like these paper guns.
When you look at these, don't think "gee, they want to wave those things around" - because they don't. See it as it is: they're taking a real life item with complicated contours, and re-creating its shape in a fairly visually correct way, using a fragile and difficult media to get just right.
If they want to guns to wave around around, they'd be using Airsoft. There are build-it-yourself airsoft guns (and non-firing replicas) which they get really intricate over.
