Live Scan VS Record Review

Assuming you know they are mistaking you for someone else, would a Live Scan or Record Review be better to clear up a DROS Delay? In what situation would a Live scan be the better option and vice versa?

Live scan is better I think? I'm not expert but live scan has the BG check in it and finger print and stuff too
