ar lower is now considered a pistol?

I just got a call from my friend who had just tried buying a stripped OLL. He told me he tried buying a lower just now and the age requirement from 18 went to 21? Can someone confirm?

You must be 21 to buy a non-long gun (rifle or shotgun) . . . a stripped, virgin receiver is an "other firearm" according to the feds. He needs to supply or buy a stock to attach to the lower so it can be sold to him as a long gun.

he came from gun vault. they told him the law changed dec 10th or something. I wasnt paying close attention to the date

i remember hearing talk about it because of ar pistols. But I thought it got cleared up after you can only use a PISTOL lower to build an ar pistol. But apperently it's now considered a pistol either way.

A receiver/frame is just a receiver/frame . . . it's not a pistol, rifle, shotgun, AOW, crew served weapon, etc. yet, until it gets built into something.

I am aware of this... i was refering to how say RRA has a stripped pistol lower that can only be built into a ar pistol. and how normal stripped ars can't be turned into pistol ars.

i think hes 20? I've been good to go for pistols for a few years but it came to me as a surpise when i got taht call.
