So. What would happen if he went to the sherrifs office and asked them what to do? He's a good guy, he just wants to do the right thing.
If he 'did' do something that was illegal, would he be charged?

Nobody here knows what will happen. Have him fill out the vol reg form if he wants to do something.

If both lived in Illinois then not a ca problem or issue. Just volreg. The problem now is it is his sisters gun and she cannot give it to him. Should be drosed from her. In 2011, FOID requirement for long gun transfer was ruled unconstitutional.
They won't try to go after someone for transfering without FOID anymore.

So that is moot.

Shotgun is a long gun, and since it was imported into CA prior to 1 Jan 2014, there was no requirement to register it in CA.

If for some reason he wants to refister it, he simply needs to do the volreg form.
