Looking to buy an 80 in the next week or so, is it illegal to use someone else's machine to mill out the firearm? I plan on registering it as a pistol.

Yes
You have to use your own equipment. I also wouldnt post publicly you plan to register it as a pistol considering SSE has passed and techically its off roster if you build it in semi auto. There is a thread by Oaklander around here somewhere regarding 80% pistol lowerswith a lot of good infoWTB:
