Using a RAW upper on a featureless lower

Lets say I currently have a complete AR-15 type rifle that I intend to register as an AW when the window opens. The upper on this rifle has no features such as a flash hider or pistol grip on the hand guard.

Would I be able to build a featureless lower with a fixed stock and non pistol grip, and be able to swap the upper between the two?

There's no "RAW upper". If you mean the upper from a RAW, yes you can swap it over to a featureless rifle as long as you aren't creating an assault weapon in the process.
