A friend recently asked about this and this was my advice / suggestion:
Minimum is to buy a stripped lower (AR or AK).
If you have more funds, then I would think about getting firearms that are hard to comply with SB 880 (think of PTR91, CZ EVO Scorpion, etc.) I haven't seen any company come up magazine lock devices that will make the magazine permanently attach and loading the above mentioned firearms by breaking the action is very cumbersome. You can always go featureless for these rifles next year, but I personally hate the look and function of featureless rifles.
If all of above have been purchased, then go for the dream ARs and AKs. While it's nice to have a Noveske, BCM, Colt, Arsenal milled AK, a no name quality lower will still do the job.

In praeparatione, not in lieu, is proper for your title. You aren't buying rifles in place of SB880, you are trying to buy to prepare for it.Never initiate force against another. That should be the underlying principle of your life. But should someone do violence to you, retaliate without hesitation, without reservation, without quarter, until you are sure that he will never wish to harm - or never be capable of harming - you or yours again.

I understand the "buy once cry once" mentality but as far as fitting all of these guns into a set amount of money you've saved up...look around online for a 7.62x39 Saiga rather than an Arsenal. I can't guarantee you'll find one for a great price but it's worth a look.
And if you are concerned with function over brand names, check out a WASR at your LGS. They may be a little rough around the edges but they work.Comment
