    Quick question about River City Gun Exchange in Sacramento

    Hello does anyone know if River City Gun exchange in Sacramento handles transfers of OLL's and if so, any idea what their rates are? One more thing, I will be in the market for a 1911 soon and was wondering how their selection is. Any information would be appreciated.

    Just did a transfer today. Their policy requires that a bullet button is installed before a transfer is done. And they have a decent 1911 selection

      They seem very moody at RCGE. I go in there quite a bit but never know if I will get a cold shoulder or a smile from the workers. Some times I am treated really well and then other times they are pretty rude. One time I called and was quoted one price and then another when I got to the store. The salesperson said that he would honor the phone quote but it would be the last time and I better not try to get the cheaper price again because he will not foget my face ( I guess I am pretty ). He then stormed off and another guy asked me how much it was, I told him and he treated me really well and rung me up.

        They transfer OLL. Good selection of pistols.

            Good to hear RCGE will transfer OLL's. They have probably the best selection right now of 1911's in the Sacramento area- their prices are also OK. Cordova Shooting Center also had a decent selection of 1911's when I was last there on New Years Day (was that really three weeks ago???)....

              As stated before River City will do transfers on OLL, but will require B.B. They also only charge $35.00 for the transfer. If anything when you get ther ask for Don,great guy

                I wasn't sure if the OP was asking if we were willing to do off list PPT or if we were willing to receive FFL transfers of off list items but I feel like typing tonight...


                River City will do PPTs. It's the law that we accept PPTs and we do them for the state mandated $25 dros + $10 fee. We do have a bullet button requirement for off list firearms right now but that is being examined and may change after further discussion with our counsel.

                We have however (since Sept) stopped receiving out of state transfers on firearms (not just on off list items but on ALL items) mainly due to the disproportionate amount of time it takes to conduct them but also due to complications with sending FFLs and their willingness to comply with all the California added documentations, namely the CFLC (firearms shipment approval authorization number) requirement. While we don't like to pass up business, we have made that decision in order to maintain our current business volume and provide our customers with the best service we can provide and still get to go home at a reasonable hour.

                In order to hopefully help some readers understand why we stopped taking dealer transfers and keep their bashbats off their keyboards here's the basic reason...

                Each transfer takes a certain amount of time to complete. You, as the customer, are directly involved in some of the laborious work, such as invoicing, dros/4473 completion, collection of tax based on cost of goods, lock/safe, residency requirements, storage/pick up and handgun demonstration, Beyond that part of the transaction comes a lot more activity. Things that occur in an out of state transfer, or any transfer for that matter, that aren't readily transparent to the average person includes the following:

                Communication and trading of FFLs and CFD number and filing related paper for 25 years. Receipt of goods including confirmation of make/mod/SN#.
                Creating new vendor record for shipping FFL.
                Logging into bound book.
                Making sure we have a CFLC number and documenting for 3 years.
                Filing of DROS for 3 years along with documents proving residency/lock/handgun demo.
                Providing HSC and filing related HSC paperwork for 3 and 5 years
                Filing 4473 and related proof of residency for 25 yrs.
                Further documenting established residency if the buyer isn't a US citizen.
                Logging out of bound book.


                Problems that can occur with an FFL transfer (not every time but often enough for me to notice) that will create an additional and sometimes unreasonable burden, include:

                Shipments with missing FFL or CFLC, which requires follow up calls to complete compliance. This can be a time killer when the other FFL is a kitchen table guy 3 time zones away who works another job and isn't available during normal hours and doesn't have a fax/email or, on the other extreme is such a big volume dealer that we can never get hold of the 'person in charge of' whatever we're trying to get ironed out. We've also run into the occasional out of state FFL who doesn't understand or want to comply with our State's added CFLC requirement, which then jeopardizes the entire transaction.
                Delays in shipping by the supplying FFL and the subsequent 'why hasn't my gun arrived?' calls and the occasional demands to track shipment.
                Conflicts such as being told it is a gift and non taxable, then having the item arrive with a copy of the Gunbroker 'buy it now' documents and the subsequent argument with the customer over payment of sales tax.
                Refusals to accept due to items not being accurately described, not on the Calif. list of transferable handguns, hi cap mags that are shipped but not deliverable, broken/damaged or missing accessories. Guess who gets to package and send things back to a shipper who doesn't always want to receive the item back?
                Explaining that the Masterlock 90D trigger lock provided with the firearm isn't California compliant and that a new lock purchase or reciept showing a California lock purchase is required.
                People who have us receive an out of state firearm and them take 90 days to complete their transaction due to invalid ID, no residency documents, failing the HSC test (yes, it happens) or because they were 'busy'.
                DOJ denial or delay.

                How some dealers can do FFL transfers and charge only $20 is beyond our understanding and I can only hope that they can continue to provide their services so many of you can continue your gun buying addiction. Any gun owner is on our side, even if we can't be flexible enough to accomodate their needs.
