.22lr Pistol Velocities

I recently saw a guy on TV shoot an S&W 22A 22lr. through a chronograph with what I would consider some decent ammo (I think it was CCI Mini Mag) and it clocked out at 590 fps at the muzzle. Is this normal for a .22 pistol and are all stated velocities given by ammo manufacturers done with rifles? The Mini Mag is supposed to run +/- 1100 fps. I knew there was a difference, but I never thought it was that big.

This past Saturday I ran ten rounds of Remington "High Velocity" .22 LR's through my Ruger 22-45 (4" bbl ?) and across a chronograph. Average velocity was 963 fps, ES 113 fps, and SD 36. I kinda wish I'd run ten through my Marlin 39A (24" bbl) for comparison.
