    PPTs in 2017

Tried sifting through some of the 1000 different threads on the stuff that was pushed through by Moonbeam but haven't anything specifically covering what I am wondering about. Do we know how PPTs will be impact in 2017 if the firearm being transferred is not a RAW but not fitted with the compliance parts that will be required in 2018? My assumption is it will be business as usual?

I guess I am wondering about 2018 as well, my assumption would be that a compliant non-RAW firearms will still be able to be transferred as they are today.

If you are talking about a transfer of a bullet buttoned rifle that is now compliant, after 1/1/17, I don't think it will be possible. The way I understand it is that there will be a 1 year registration grace period for people who own prior to 1/1/17 what the legislature has determined are will be assault weapons. I don't think anyone will be able to get one after 1/1/17 new or PPT. I could be wrong and someone who has read the entire text of the bill will let us both know.

You can still transfer a featureless rifle via PPT.

BB buttoned rifles become AW from 01/01/2017. You won't be able PPT it in CA. You will have to make it non-AW compliant or move it out of state.

I would imagine if you had a featureless rifle non aw registered it would be normal. Dare I say it but honestly I don't know why people are saying you can't buy lowers because you should still be able too as long as you build a featureless rifle.
