    DROS questions

    I have a question regarding DROS.

    i do know that for PPT for handguns, it can be done every 5 24 hour business days without filling out extra paper work for ATF and county sherriffs.

    i always thought that if i were to purchase a handgun from PPT and started the DROS on saturday, i can DROS another handgun the following saturday without filling the extra paper work.

    Jo at arms usa told me that if i DROS'd one on saturday, i have to wait M-F (5 days) and wait until following Monday to DROS again without the extra paperwork.

    is that true??

    I do know that arm usa is a pain in the butt. i have nothing good to say about them so i won't go there.

    I didn't know there was a 5 day break inbetween buying PPT's.

      If you buy more than one handgun in a 5 day period (from the same dealer) the dealer will fill out and submit a multple handgun report.

        I have done multiple handgun purchases muliple times (I have a valid C&R FFL and valid COE, and am thus exempt from the "one handgun per thirty days" limit), and while my dealer always fills out the extra ATF paperwork for multiple handgun purchases, I have never received a call about it, from the ATF or LE agency. He often asks me whether I am contacted. Perhaps having the C&R FFL helps, as a licensed collector may be expected to make multiple handgun purchases. I dunno.

          Is that paperwork so much more than filling out another DROS? Or is it another DROS for the second handgun AND an additional form?

            The dealer does the work. He submits a form to BATF and the local CLEO. It is required if the dealer transfers more than 1 handgun to the same individual within 5 business days. It doesn't matter if it is a sale or a PPT.

              Your dealer isn't even supposted to fill out the multiple handgun purchase form when he sells to you. The form is only used when he sells multiple handguns to non-licensees.

              You can show him right on the Form 3310.4 where is says...

              This form is to be used by licensees to report all transactions in which an unlicensed person has acquired two or more pistols and/or revolvers at one time or during five conecutive business days.

                At the Federal level, the C&R FFL is useful only in the context of C&R firearms. California grants an additional privilege: exemption to the "one handgun per thirty days" regardless of whether it is a C&R firearm or not, if a valid COE is also held.                 In terms of non-C&R handguns, I am still considered an unlicensed person by the ATF. If I were considered a licensed person, I could send/receive firearms like a regular FFL holder, including handguns through USPS. I cannot.

                  That is true if the handguns are C&R. If not, lunde is treated as an unlicensed individual, as he stated above.

                    I keep forgetting that there are other kinds handguns besides C&R handguns.

                      what would happen if i were to purchase a handgun from PPT at one dealer on monday. then buy another hand gun from another person PPT and DROS it at another FFL on tuesday. do i still have to wait 5 days before i can purchase the second hand gun even thought it is done PPT and at another FFL??

                        There is no 5 day wait. Buying two or more handguns from the same FFL within 5 business days just triggers a reporting requirement for the FFL. The only reason to wait five days is if you choose to wait five days to avoid having the FFL fill out the multiple handgun report form. If you are not illegally selling the guns after you buy them then there is no reason to worry about this form.

                        The form is only filled out and submitted if you buy two or more handguns through the same FFL within five days.

                          well, i have a chance to purchase a handgun this thursday and i know i will be going to armusa to do a PPT on a handgun. the thursday purchase is also a PPT, but will be DROS'd at on-target. that is why i was asking.

                          so, what happens if i were to purchase the handgun PPT at on-target on thursday and i buy a handgun PPT at armusa on saturday, do the armusa have to fill out the extra paper work??

                            How would ARM USA know (or care) that you bought another PPT gun from On Target unless you inform them?

                            Multiple handgun purchase reporting only applies when buying from the same dealer.

                              i would not informed them, but i wanted to make sure that i do it legally...without extra paperwork. thanks again!!!!
