Depends on what your intentions are. If you intend to build a featureless AR, then there is no need to purchase the lower at this time. They will still be available after 12/31/16. However, if you want own an AR with any "evil" feature, then by 12/31/16 it must be what will be an AW on 1/1/17. The mere purchase of an AR lower at this time will not allow you to construct or build an AW after 12/31/16. The reason is that the only AWs that may be registered are those that were possessed on 12/31/16 and a bear lower cannot be an AW because it has no features and might not be centerfire or semi automatic.

This means that besides one or more evil features it will have to be center fire and semi automatic. IMO it would also need a BB on 12/31/16 so as not to be an illegal AW on that date.

Buy lower today, then when you decide to build it, build a Ca compliant rifle as within the law at that time.

In your case, what is a complete lower?

It doesn't matter, because no one will be checking. Don't over think this.

Back during the original CA AW registration, we were registering bare lowers as AW by the truck loads. It was and still is to this day, all good with those registered lowers AW status, and this time will be no different. There is a law that says what must be registered as AW, but that doesn't preclude featureless or rimfire rifles from also being registered.

Plus, if you have one upper, one pistol grip, one lpk, and a hundred lowers, you can make one hundred evil feature rifles. You can borrow an upper and pistol grip, assemble it on a lower, disassemble it, you have made a rifle. Again, no one will be checking to see that every single moment of every single day of every single lower, that they were and still are configured as evil featured. And there is no law that says what you are implying, so there is no reason to even go through the assembly exercise.
