A revised bullet button devise may circumvent the new regulation signed July 1

According to the below article, this new device may solve the Bullet Button issue for now.
"The Bullet-Button Reloaded is hardly ideal (neither was the original version before it). AR owners will have to release the rear pin on their rifle and tilt the upper receiver forward in order to drop the (10-round) magazine. But it’s at least an option for keeping and continuing to use your long gun legally."
But I haven't heard anyone discuss the issue of the home made AR's that up until now have been legal even though they have no sir. numbers. I believe politicians refer to them as "Ghost Guns". Unless I'm mistaken, the new regulations Brown signed July 1st. would require owners of these ghost guns to have a sir. number engraved and then registered with the DOJ.
How would this new 'Bullet Button Reloaded' (if attached to a ghost gun), affect their legality? Would they still be required to have a sir. number engraved and be registered?
