gun buyback .. question

So the city of Pittsburg in Contra Costa county Calif. Had a no questions asked buy back.
The local news station reported that a fully automatic rifle was surrendered.
Of course the report continued with an interview of some selected person who agreed that 'military style rifles..nobody needs them and should not have them...although handguns were OK for home defense etc...

Is the report disinformation or could someone in Calif actually own a fully automatic rifle?

I was there. Guy behind me turned in a Tec9 in full AW config with high cap. He had no idea about registration or laws. Totally possible some vet bring back in full auto got turned in.
