I have been downrange at a range with a RSO and he and the rest of the shooter did not notice he was fondling his rifle while we were downrange. I was at the complete opposite side then he was and the RSO missed him. The RSO calmly explained to him the rules and that was it.
I have inadvertanly broken safety rules at a range. We've all been the new guy and had a brain fart and not realized what we were doing. Being calm and letting the Father take care of the child not only does not give the child a bad impression of other shooters it doesn't make you an overbearing jerk. I've politely talked to other shooters at unregulated ranges before when they make me uncomfortable.
there's 2 things to take away from this.
    1. you don't want to escalate things with people possesing firearms
    2. noone likes to shoot with people who are a-holes
I"m just a PA native trying to understand CA laws

You did well OP, I would have done likewise. Perhaps after cleaning my shorts.
The other guy needs a chill pill.

Life's too short to be that mad for more than 2 seconds...

usually only inexperienced beginners or young kids do it, because they dont know or dont care about the proper range etiquette and they are at an unsupervised public range.

Ive also seen many Hmong / non english speaking shooters do it, they start walking down range during live fire to set up a target.

              This.

A kid made a mistake. No need to get bent out of shape. So long as the father apologized and had a talk with him, that should end it there.

Never drag issues or cuss and curse people who are armed. It may not end too well and can get far worse than a kid shooting at the paper target on a cold range.

A cold range in my opinion is no guns uncased.
Cease fire is all actions open, slides open, mags out, chambers empty, with a flag.
With firearms involved, any argument is not a good thing and was best
                to be kept civil.
