    Question about DROS.

So I live in another town for college and want to purchase a rifle.

To my understanding dros needs a 2nd form of identification for my residence. If my drivers license is from my hometown do I need to show that other proof of residency of my hometown address or my current address?

Driver's license information and car registration with the same name and address is what I always bring when I do a PPT. And of course your FSC.

I am only 19 so my parents have the car registration under them but I am on it as an able driver. Would bank statements work?

And yup got my FSC this past March.

19 you can only buy long guns. You have to be 21 before you can buy hand guns. What I did for my daughter is write up a rental agreement saying she is renting a room from my house and you can bring your driver's license and the rental agreement with you when you buy a rifle.

You only need 2 forms of ID for handgun purchases. If you wish to have a proof of residency around you can write up a rental agreement with your parents.

Rifle requires one form of ID.

Right - evidence of age and identity is all that is needed -

              No firearm shall be delivered:

              ...

              (c) Unless the purchaser, transferee, or person being loaned the firearm presents clear evidence of the person’s identity and age to the dealer.
              16400.

As used in this part, “clear evidence of the person’s identity and age” means either of the following:

              (a) A valid California driver’s license.

              (b) A valid California identification card issued by the Department of Motor Vehicles.
Handguns, and only handguns, require proof of CA residency - not a 'second form of ID'.
              26845.

              (a) No handgun may be delivered unless the purchaser, transferee, or person being loaned the firearm presents documentation indicating that the person is a California resident.

Unfortunately it's not uncommon for some FFLs to require proof of residency for all firearm purchases.

                If find a new ffl

In order to purchase a rifle in CA you must provide the following:

                  1) A valid California Driver's License or Identification Card
                  2) A Firearms Safety Certificate

If your Driver's License or Identification Card does not have your current address you must also provide Proof of Change of Address. This is a federal requirement. Acceptable forms include your California DMV vehicle registration or vehicle registration renewal notice, a government agency based power bill (Los Angeles DWP for instance, not So Cal Edison which is a private agency), a Confirmation of Change of Address letter from the USPS, a property tax statement, a Guard Card or Permit to Carry Exposed from the Dept of Consumer Affairs, or a Concealed Carry Permit. Some gun shops accept other forms so be sure to call the store in question and confirm.

Proof of Residence is only required when purchasing a handgun in California.

I've never had a FFL require proof or residency for a long gun. I've bought and sold a lot of them at probably 10-15 different FFLs

Discount Gun Mart in San Diego does require proof of residency for rifles.
