    Out of State PPT's

    Hi,

    Don't know if we put this to rest or not ... but can we do out of state PPT's? Say if I wanted to buy an off list item from New York and have it DROS'd here in Cali. via PPT? Is it possible? Thanks.

    Fed law prohibits a CA resident from purchasing a firearm and taking possession of the firearm from a private party in another state.

    As a CA resident, if you purchase a firearm from another state, it needs to be sent to a CA FFL dealer, who will process the transaction. This is not a PPT, it's an out-of-state transfer. A handgun purchased via out-of-state transfer needs to be on the approved list.

    In CA, a PPT = face to face private party transfer between two CA residents, facilitated by a CA FFL dealer.

      What you describe isn't a "PPT". It is a standard FFL transfer. PPT (private party transfer) is when both seller and buyer meet at the dealer to transfer the firearm.

      You can have the off list lower shipped to an FFL here. There is no limit to the fee that an FFL may charge and averages $75.00.

        If a Seller has dual residence like New York and California and decides to come to California with there OLL/R or Pistol and decides to sell it in Cali there would be no problem to do a ppt, that would also hold true for any off listed pistol they may own.

        Otherwise its got to be mailed to a dealer for transfer to you.

            To get that DROS'd you would both have to be at the counter with valid Cali ID's.

                Uh, you could buy it and have the seller ship it to your FFL here. You will run into the handgun roster problem. Though, with NRFs (which have been a subject of great discussion lately) it may be possible to just have the pistol frame shipped to your FFL and DROSed as a receiver or frame thereby avoiding the handgun roster.

                  One more question ...

                  Not to beat a dead horse, but because I appreciate everyone's input ... would it make a difference if the seller is a FFL in NY. So another words, An FFL would be shipping an off list HK pistol to my FFL in CA to make a sale for me -- would that work? Or the fact that the NY guy is a FFL does not make a difference?? Again appreciate the input

                    No, the only way to get an off roster firearm imported via transfer is to have a parent or child transfer the gun to you. If you have a parent or child living in a free state they could buy the gun, transfer it to themselves and then sell/give it to you. They would still have to sue an FFL for transfer but it wouldn't have to be rostered.
