Shipping a long arm. USPS told me to kick rocks.

Anyone have an issue like this?

Per my understanding a nonlicensee can ship a longarm via USPS. This is going to a FFL I'm CA. Both locations I went to were acting like know it alls saying I have to be licensed to send firearms in the mail.

I noticed the line of horrified customers growing so I smiled and left. Any advice? I swear you try and follow the rules and they make you chew glass.

And for future reference does this rule change if I was sending it out of state?

I've run into that at the post office and those postal annex stores.

Just go to UPS or Fedex. I've never had a problem there. Just make sure to put a copy of the dealer's FFL and your license with the gun.

        You have been hosed.

You used to be able to ship a weapon to yourself care of somebody else. Fedex and UPS changed their rules about a year ago. Now it must go to or from an FFL.

This is not a BATFE rule.

        Try other carriers.

          Click the above link.

Below is a cut and paste directly from the US Postal regulation. A private person can legally ship a long gun via the US Postal service. It has been my experience that often times the front clerical staff is not aware of their own regulations. Next time take a copy of the regulations with you. I have never had an issue once I explained to the clerk it was in fact completely legal and allowed by the US Postal regulation. Next time be prepared.

          432.3 Rifles and Shotguns

Except under 431.2, unloaded rifles and shotguns are mailable. Mailers must comply with the rules and regulations under 27 CFR, Part 478, as well as state and local laws. The mailer may be required by the USPS to establish, by opening the parcel or by written certification, that the rifle or shotgun is unloaded and not ineligible for mailing.

There is no way a non-licensee is going to obtain a copy of a FFLs license. ATF specifically tells FFLs not to give copies of their license to private parties/non-licensees.

And what you do put in the box is determined by the receiving FFL. You put exactly what they tell you to in the box; don't assume you know what they want and don't guess.

For anyone headed to the post office to ship a long gun, I suggest you print out a copy of the USPS policy and regs from their website so you can inform employees of their own rules. If they will not service you, ask to speak with the post master.

Apparently now they must be sent express or registered mail, if sent by a non-licensee.

              Welp, thanks guys.

The best part is, word for word I said " so you're telling me even though your website is saying I can ship it legally with you the answer is no?"

Her: "My colleagues and I are all saying no, you can't do it, sorry try another post office." Mind you this was one of the bigger USPS stations in my area.

Yes and no. I agree with the the second part but not the first. I've sold and shipped long guns in and out of state before. Each time the FFL sent me a copy of their license to include with the firearm.

I've also purchased for out of state and the FFL I used requested the sellers contact info to do the same.

I've never bothered telling them what was in the box.

"I don't mean to pry, but what's in the box?"

"I don't mean to prevent your prying, but I don't see why that matters."

                    "Well, I need to know."

                    "You don't want to know."

"I can't ship it if you don't tell me."

"Really? Because you really don't want to know."

"Sir, I cannot ship it otherwise."

"Well... it's a used 18"-by-2.5" hard rubber doubled-ended dildo. With studs. I'm returning it to the vendor, because it doesn't fit as well as I'd like."

You have to ship it from the UPS hub not their storefront. The stripmall stores are contractors not UPS.

According to Federal regulations you must notify the carrier that you are shipping a firearm.

I always use USPS. How did they know what was in it?

You absolutely MUST report this to the Postmaster. His/her employees are denying service without legal authority.
