The member in question has not been banned.
However access to the Marketplace forums has been removed.
No posting.
No viewing.

46 of his 48 posts have been in those forums so chances are we'll not hear back from him. If he wants to contribute to the discussion that's fine but the buying and selling has ended.
As for who it is, the IP is very distinctive but matches no former members.
