barrel pin and weld ?

forgive me if this is in the wrong place, I have searched but couldn't find what I was looking for.......

I am from the east coast, but it seems as if a Ca resident [AR15 barrels] can pin and weld a melonited barrel for me [adco says no to the surface hardened barrels] so my question is what do I need to do to ship the barrel / barrel nut / gas block / and muzzle device to Ca? anything special or just box up and insure and send?

thanks guys, I did email, asking about the melonited barrel question, and since he replied so quickly, saying "I can do it" I hesitated to bug him again, I was just filling out the online form, and had the thought is it going to be an issue to send this out there? so I will proceed when all my parts are in my possession,
