FUD or no?

I bought some powder at basspro this weekend and the salesman tells me he can only sell me 3 lbs at a time because there is a new rule where they have to report me to the ATF if I buy more than 3 lbs.

I bought 8lbs online a few months back, should I expect a visit in the night?

Is this just more gun store FUD or any truth to it?

I am not aware that any new law has been passed requiring any notification or purchase limits.
