I did not reply to that, but in fact went to get breakfast with my girlfriend, and the entire time I was thinking how to reply to that. Finally I wrote:

I would like you to know that it is perfectly legal to ship that rifle to CA.

The new redtape that went into effect this past summer only applies to FFL to FFL shipments. Legal individual to FFL shipments are not impacted at all. Also, shipments to C&R holders in CA are not impacted either.

It appears that there has been a snowball effect regarding this among sellers in other states. Many just simply don't know what the law is here, but since it is more complex than elsewhere it is assumed that everything is illegal in California so they don't want to be bothered with us. I think the straw that broke the back of the camel was the requirement to get the approval letter by out DOJ, which as I understand is just a fax job but it is a big put off for dealers out of state. I have had a few conversations with dealers here concerning receiving handguns from out of state sellers that were not able to be DROSed as the guns were not on the list or exempt, a few of these being an issue for out of state dealers will surely get them sore with CA as well.

I was looking around for Saiga S-12's and I was running into walls. After a few PM's and stating my case. I got Cadiz Gun Works in Ohio to start shipping S-12's here. They came up with a maglock and ship with a 5 round mag. I'm currently po' at the moment and hav'nt been able to get one. I do hope that at least a few get sent to Cali from C.G.W. I would like to know that the littleguys can make a difference.

Well this seller sums up what I think is going on with a l lot of out of state individuals and FFLs.

I will be honest, I was not well-informed, so just decided to take the easy route and say no Cali sales. It wasn't that I didn't want to sell to Cali, just that I was afraid of breaking a law.

I spent 6~7 weeks arguing with Wendy Bailey (wife/partner with Special Weapons owner Todd Bailey) about a receiver I won on Gunbroker, even though their auction did not specify they wouldn't ship to CA.
Finally had to use a third party out of state to forward it here.
