I figure it either had an issues when they put the jacket on. But I'm not sure with a jacket like that it would have made it through the rest of the process. So my money's on the jacket getting partially removed in the last stages of loading.

But who really knows.

Always check your ammo.

I learned this the hard way when using surplus ammo that had indented cases and badly seated bullets.
