Rifle registration vs receiver registration (AR's)

First of all, I apologize in advance if this has been covered before. I searched here and there and came up with zilch.

My buddy wants to sell me his AR. Today, I just happened to stop by the LGS that we would use for the deal and noticed this sign - "Due to limited space, we are temporarily NOT TRANSFERRING LONG GUNS".

I then asked, what if we just transfer the lower, can you do that? They said yes, but then it wouldn't be registered as a rifle, but only as a receiver.

Forgive my ignorance, but what does that mean? Does that mean I can do whatever I want with it, within legal limits of course?

I think you should find a new gun shop. Any rifle receiver will be drosed as long gun so you have to build a rifle.

It means your FFL was a little confused.

The lower will be registered as a long gun reciever only on the state registration. I will be listed as an " other" on the federal forms.

According to the state you will be the proud owner of a long gun lower reciever.

On the 4473 federal form it will be listed as "other" per federal definition. On the CA DROS it will be registered as longgun. You CAN'T do whatever, you can only have a rifle with that receiver.

If you filled out a CAL DROS form, it is registered here. It's always been registered with that form.
