Possible scenario: Pistol was stolen and SN was removed and the gun used in a crime. The gun was confiscated and the PD lab raised the numbers and restamped it so that it could be used in the trial. When the trial was finished the pistol was returned to the lawful owner with documentation as to what happened. Documents now missing, pistol appears to have been altered and now illegal to posses.

Thanks to everyone for the information.It's highly probable the original serial numbers and markings were removed. You can still see the remaining definition of the letter "Y" as pointed out by Milsurp Collector for the word "PROPERTY". The current serial markings were made by the Los Angeles Police SID (Scientific Investigation Division) prior/up to the 1980's. At some point, it was cleared and released. You may try to contact them regarding the last known history.

I'm Thinking that "Ethon1" probably has the best insight here.
I know who owned this firearm, and I know that he was really an "up-and-up" kind of person, so there has to be some paperwork on this somewhere I'll just have to do some digging.
Also, as far as any welding, I agree that the old information has been removed, however I just can't find any evidence of any welding and/or that type of heat being applied.
