They are legal, although different localities may have different laws.

It was just an old plywood boat, with a '75 Johnson, with electric choke. A young boy, two hands on the wheel, I can't replace the way it made me feel.

Can't say I recall anything in the PC explicitly making them illegal.

However, there are a few things you need to keep in mind. Beanbag rounds are not "non lethal", and shooting someone with them is going to still end up being the same as shooting someone with a firearm in court, charges, etc.

What would be the purpose, as you do not have any legal authority to 'use force to make an arrest'.

IMO, its a huge lose lose for you. Use a bean bag against a Lethal threat is setting yourself up to get killed.

Using a bean bag against a non Lethal threat, you are giving a defense attorney pure gold to use against you. Specifically using a Lethal Weapon (shotgun) against a some 'poor, innocent, -insert non Lethal threat here-" (remember an attorneys job is to spin thing, and if they can spin the attention off their client and onto you, they will)

Additionally, You have no training in the proper use of a bean bag, you have no idea of the strike/no strike zones. Besides, what happens when you injure or kill someone? Can you afford the lawsuit?

Urban legends are a poor basis for making public policy.

          ^^^ well said
You are shooting a firearm. They do not care if the 12 Ga is loaded with Beans or Buckshots.
If you are LEO, I encourage you to use them when warranted, instead of blasting the poor schmock. Much less paper work.

The only use I see for bean bag rounds, is to scare bears out of a camp site. Any 2 legged critter who I feel the need to point a gun at, does not deserve the same level of humanity I extend to animals in the woods.

I have a couple that someone gave me havent found a use for them honestly. Not something i would want to play a joke on a friend or 2 and if i needed to use my 12g in self defense i want buckshot or a slug.

May use them to shoot a watermelon or something though.

A firearm is deadly force, using less lethal is still
                  Using lethal force
                  Discharging a firearm

If you have the need for lethal force, then decide if you need to use or are willing to use lethal force.

Have no place in my set up

Have a friend of 30+ years that tells me he has a beanbag as the first round in his home defense shotgun so he can tell the cops he tried not to kill the guy. He's a forum member.

Even cops don't use rubber slugs or bean bags without having both their own sidearm AND backup with live ammo at the ready.

Also, it's important to note that Bean Bag rounds are extremely inaccurate when compared to shot and slugs. The Bean Bag shape just was designed to travel well at ballistic velocities. I've seen them fired at 15 yards and miss the point of aim by a good five feet.

And some of the worst gun advice I have ever heard was from a gun store.

Legally, practically, your friend is very foolish. Horrible, poorly thought out idea.

For anyone considering that action, please Google beanbag round injury. They can, and have, killed people.
