What is a multiburst trigger activator? Do the TACCON 3MR and FA BINARY triggers meet those definitions.
Legal Definition:
Penal Code 16930
As used in this part, a "multiburst trigger activator" means either of the following:
(a) A device designed or redesigned to be attached to a semiautomatic firearm, which allows the firearm to discharge two or more shots in a burst by activating the device.
(b) A manual or power-driven trigger activating device constructed and designed so that when attached to a semiautomatic firearm it increases the rate of fire of that firearm.
Penal Code 32900
Except as provided in Chapter 1 (commencing with Section 17700) of Division 2 of Title 2, any person in this state who manufactures or causes to be manufactured, imports into the state, keeps for sale, or offers or exposes for sale, or who gives, lends, or possesses any multiburst trigger activator is punishable by imprisonment in a county jail not exceeding one year or imprisonment pursuant to subdivision (h) of Section 1170.
Is the Franklin Armory Binary trigger a "multiburst trigger activators"?
Is the TAC CON 3MR a "multiburst trigger activators"?
First the Machine gun PC mentioned earlier.
16880. (a) As used in this part, "machinegun" means any weapon that
shoots, is designed to shoot, or can readily be restored to shoot,
automatically more than one shot, without manual reloading, by a
single function of the trigger.
What is a "single function of the trigger"? A trigger pull and release OR does the release of the trigger constitute a second function of a trigger.
When a machine gun is fired, the trigger must be held down to fire more than one round and when the trigger is released then machinegun stops firing.
When the Binary trigger is release a 2nd round is fired, if the trigger is held (for an indefinite amount of time) it will not fire. One round is fired.
When the 3MR trigger is pulled a round is fired, the bolt carrier cycles, and resets the trigger. This constitutes one action by the operator and only one round is fired.

These devices are attached (internally) however would that count because if they were not "attached" the arm would not fire?
(b) A manual or power-driven 1. trigger activating device constructed and designed so that when attached to a semiautomatic firearm it 2. [u]increases the rate of fire[u] of THAT firearm.
1. Are the Binary and 3MR triggers a trigger activating device? (with emphasis on device). I would say no, because it is only a trigger.
I believe an example of a trigger activating "device" is the Hellfire trigger
a
or a string/ rubber band
Back to:

If the trigger itself counts as a trigger activating device and "attached" does not exclude internal and necessary components for a firearm to be semiautomatic then...
Do these devices increase the rate of fire OF that firearm?
Definition of Rate of fire is: the frequency at which a specific weapon can fire or launch its projectiles. It is usually measured in rounds per minute (RPM or round/min), or rounds per second (RPS or round/s).
and is synonymous with cyclic rate.
The cyclic rate of an AR-15 (semiauto firearm) converted with a full auto sear (multiburst trigger activator or machinegun?) would be similar to the M4. The Rate of Fire (Cyclic) of the M4 is 700-900 rounds per minute.
The reason I use this example is because the Binary and 3MR may only be used in M16/M4/AR15 similar fire control groups.
Now assuming everything to this point does make these two triggers MBTADs
DO they increase the cyclic rate of fire above 900 rpm?
From test's IIRC the 3MR did not but the binary I am not sure.
Another thought about the actual triggers being a MBTAD (with emphasis on device) do Hyperfire, Geissele, etc trigger's allow for an increase the rate of fire?
The thought process being an operator of a firearm can increase his/her rate of fire by pulling the trigger faster due to less weight and less reset/pre-travel?
How about an enhanced/lightened BCG used in conjunction which can actually increase the cyclic rate.
What about if different calibers are being shot, full auto .45acp glocks cycles slower then 9mm counter parts. (this might not have bearing)
I do realize that these devices may open the possessor to potentially bad outcomes and I would like this discussion would be more philosophical or after the fact rather than STAY AWAY or IT's ILLEGAL statements.
Please provide useful input to this argument and questions. Do they make sense?
