    Interfamilial Transfer Rule Change

Just got a call from my FFL that the CADOJ contacted him as to a rule change regarding transfers (yet to be released) to include the 1 in 30 rule.

The only power any government has is the power to crack down on criminals.
Well, when there aren't enough criminals,
    one makes them.
One declares so many things to be a crime that it
becomes impossible for men to live without breaking laws.

It wouldn't surprise me, but it is a bunch of BS as usual. Sometimes families need to transfer an entire collection at one time or end up screwed by using other means, and that could put a stop to that.

How much effect would it have on preventing shootings?

If your talking interstate, then I believe 1 in 30 already applies to those. OPLAW would not involve a FFL dealer so I'm not sure how they could change that to be included in the 1 in 30.

Any time a firearm is transferred from an FFL to you (except gunsmithing) the 1 in 30 rule applies. There are very few exceptions to this. As stated by P5Ret if it's via OPLAW (Interfamilial within the state) then 1 in 30 does NOT apply and no FFL is required so long as you submit the state paperwork and $19.

To clarify, used guns sold to an FFL are bound by the 1 in 30 rule and PPT's are exempt from 1 in 30 (except in LA).

Not really news - intrafamilial between CA residents does not use an FFL, so the 'make application' - submit DROS - language does not apply.

But interstate is forced through the CA FFL, and intrafamilial is not listed among the exemptions to 1 in 30.

Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good!
