Has anyone had this happened to them? If UPS cannot recover the package, what options do I have? The ammo I purchased was at a discount, so even if UPS decides to compensate the invoice value of the package I won't be able to use that compensated amount to purchase the same quantity of ammo. Am I screwed?

UPS will refund the amount you paid for the ammo, that's it. -
UPS lost one of my black Friday PSA scopes. It was a Vortex spitfire on sale.
I had to call UPS and start a claim. Once the claim is open they start an investigation which can take 2 weeks.
I was basically told to call the shipper as any reimbursement would be sent to the shipper and it would be up to the shipper to refund me or resend the product. Note here - nothing reimbursement wise is sent to you, the recipient from UPS.
I called psa and they didn't seem to care. They said I had to wait the 2 weeks to see what happens, which is understandable.. They were OOO on the scope and didn't know if or when it would be back in stock.

I had a UPS package go missing back on Black Friday when primary arms was running their deal on Giesslle triggers.
PA filed a claim and the package showed up at my house a few days before Christmas with the box destroyed, thankfully the trigger was packed well and all okay.
OP call the business and let them know it was not delivered to you so they can file a claim with UPS.Comment

FedEx did that to me once.... They delivered to the wrong house and when I called to tell them, they tried to give me the run around. I had to get tough with them till they decided to do something about it. They kept BSing me till I told them if they dont address this right now, Im going to every local news agency and tell them FedEx is randomly delivering ammo to the wrong homes and they refuse to do anything about it. I told them in this climate where we have school shootings and terrorists running around, the TV stations are going to have a field day with this. That same night I had some suit from FedEx at my door apologizing for the mistake and smoothed everything wrong.
So just remember my story if they give you the run round.Comment

File your claim with the ammo company (shipper) and let them deal with UPS.May the Bridges I burn light the way.

OP this wont help but for the future...
I had a parts kit sent to someone for some work. It showed delivered in 5 days. When i contacted the reciever he said he never got it even though it says delivered on the door step. A couple days later i get a random call from a lady about a package i sent. It turns out my phone number was included in the manifest under the return address. She didnt live to far from him so the met up and he picked it up. My point is to include your phone number in the customer notes or shipping address or in general include a packing slip with phone number incase of situations like this.
