I know that lease agreements, property deeds, C&R and other government issued licenses can be used to substitute the utility bills needed for the purchase of handguns, but I was wondering if there were any substitutes for the utility bills needed to purchase firearms as a permanent resident. I went to 3 different Big 5s and none of them would take a lease agreement or a notarized letter stating that I lived there along with the bills.
I am currently living at home until I am done with college so am I out of luck until I graduate and move out or become a citizen (Both around the same time in 2011)?
