just got a bushnell magnetic boresighter, it says to level it to about the bell of the scope. Sorry if this sounds like a dumb queston, but what part exactly is the bell? First time dealing with scopes.

The bell of the scope is the opposite side from where you look through. Put the boresighter at the far end of the scope from the shooters point of view. Yes it does, i just didn't know if the bell is the bottom of the rim or top of the rim, or how you described it just directly equal to the scope reticles.
