How much is a PPT transfer fee for a handgun? I ask some local gunstores and a lot says 35 but one gunstore says 40 dollars? I'm confused, which one is the right fee?

This, more is illegal, unless they are making you buy a $5 lock and did not make that clear.
If $40 PPT only, please let us know their name so we can gripe/boycott, etc.

28055. (a) For a sale, loan, or transfer conducted pursuant to this chapter, the purchaser or transferee or person being loaned the firearm may be required by the dealer to pay a fee not to exceed ten dollars ($10) per firearm.
(b) No other fee may be charged by the dealer for a sale, loan, or transfer of a firearm conducted pursuant to this chapter, except for the applicable fees that may be charged pursuant to Sections 23690 and 28300 and Article 3 (commencing with Section 28200) of Chapter 6 and forwarded to the Department of Justice, and the fees set forth in Section 31650.
(c) The dealer may not charge any additional fees.
(d) Nothing in these provisions shall prevent a dealer from charging a smaller fee.
28070. A violation of this chapter by a dealer is a misdemeanor.
So, the dealer can charge the State Mandated $25.00 DROS fee, plus a charge of $10.00 per firearm.
NOT A PENNY MORE.
If they charge $35.01, they have committed a misdemeanor offense, and could theoretically end up in county jail for not more than 1 year.
Will this ever happen? No. They are letting most criminals out of jail now to help alleviate "overcrowding". Most you could reasonably expect if it were prosecuted would be a fine.
So, our only recourse to help stop this is to let other people know which stores are stealing money from their customers (it is stealing, they are illegally taking your money), and help to keep others from having their money stolen.sigpic

Plus several other legal exemptions. Such as a "Safe Affidavit" which complies with Ca DOJ FSD requirement. Any lock which disables a pistol meets ATF FSD requirement.
Yet some ethically challenged duplicitous FFLs like Ammo Bros and Turdners. Lie to customers about legal requirements. And hold their guns hostage until you are forced to buy their unneeded lock.
With FFLs like that. Morality, ethics, honesty, and integrity become concepts that are negated by greed. So they can make another buck for a cheesy chinese lock. Then blame the government for their actions.

Twice now Martin B Redding has charged for locks even though the stock locks were included in each box, something about the construction of the locks cable...blah blah blah, sounds like pure nonsense to me.sigpicComment

Actually "not so" or "maybe not so". Ca DOJ not only has a Handgun Roster they have a CaDOJ approved FSD Roster also. Not all OEM locks provided with firearms are on the Ca FSD roster.
IF, the OEM lock is not on Ca FSD roster. A simple fix is a "Safe Affidavit", which takes all of 1 minute to fill out and exempts a purchaser from the Ca FSD requirement. All OEM-FSDs meet Federal ATF requirements. They have no approved roster.
I can fully understand FFLs wanting to comply with actual laws concerning their business. And protecting their licenses from both Ca DOJ and ATF.
But if you meet both legal requirements, Fed and Ca. And a FFL still DEMANDS you buy a lock before they will release your legally purchased firearm.
They are Liars and Crooks, and should be OUTED PUBLICLY.
