No, we don't need another rule. Remember, people that stupid don't understand concepts like safety in the first place.

I've been down range setting targets when the RO has given the resume firing command and shots were being fired before I got back. Happened twice in the same day. I've seen it happen to others at the same range. They can't see or don't pay much attention to the one end of the line.

The whole problem is that we have to many laws protecting stupid people.

Stupid people used to die from their actions but with all the nanny laws in place they survive to breed more stupid kids.

Could they have been newbs on their first time out? Never had anyone show them anything about shooting? Zero idea of range etiquette? Even still then what would make anyone walk out in live fire??
^^^The above is just an opinion.

Ignorance can be solved with education. But you can't fix stupid, it is permanent.

That happened to me once, scared the absolute crap out of me. Now, before I go downrange, I put on a florescent orange vest. I've also thought of making some sort of sign to place on my bench. Every little bit helps.

Whatever you do, you are still at the mercy of the occasional idiot who can't/won't use common sense.

And at WHAT range did this occur ?
I always hate a story that takes place at an imaginary range.
