I have a friend who is a convicted felon and did 14 months in Calif prison 22 years ago, it was a drug offense and non violent. Hasn't been in trouble since, not even a speeding ticket. In fact he's a rarity who made a big goof, paid for it and took responsibility for it, didn't blame anyone but himself. Been a model citizen since.

Is there any way he could get his conviction wiped out, pardoned, etc to become a gun owner?

If his conviction was a "wobler" (could either be a misdemeanor or a felony) a 17b reduction then a 1203.4 expungement should do the trick.

I would advise he get a lawyer who is knowledgable about the 2A/guns and go from there. They can look up all the previous legal issues and hash through it.

If he did prison time a 17b will not work. He needs to get a pardon, I'm not sure how it works but there is info online.

It's a long process so get a lawyer who specializes in these type of cases, time and no other interactions with law enforcement works well in his favor.

As noted, if he did time in prison then no 17(b) for him. He needs a certificate of rehabilitation which will automatically start a pardon request for him. But if the Governor does not grant a pardon, the cert of rehab will not restore his 2A rights.

He's a close friend and a good guy, in fact another friend of ours offered to pay for a consultation visit with an attorney for him just to see where he stands.

Some people are deserving of a second chance for mistakes of youth.

If all this is done, could he get a CCW in California?
