The easy jig doesn't require a drill press. Just a hand drill and a router/laminate trimmer.
And if it's an apartment (we have no way of knowing that) I doubt he ran a 30,000rpm router trimming metal without getting evicted. It's extremely loud.

You can see the drill press on the right, and carpeting on the bottom. Whatever kind of place it is, it's an odd place to have a drill press.

it is a 20 inch upper, yes i live in an apartment and no i did not get evicted. noisy work was spaced out over time and masked by the noise of maintenance work going on around the complex.

That's not a drill press. I wouldn't recommend anything less than this. I have done two with it.
