Are there any ranges in the Bay Area that allow plinking or reactive targets? None of the ranges I frequent (USI/Livermore/Chabot) seem to.

Angeles has spent shotgun shells all over the range. Most of the ROs won't stop you from standing some up (away from the wooden target forms) and shooting at them.

Metcalf allows steel targets on the last 2 100 yard lanes.

Triple S west of Petaluma allows setting clays on the hill next to the target stands, assuming your target is the one at the end of the line and not somewhere in the middle having to cross everyone for the shot. Otherwise plinking is what the NF is for.
