question about dros

Hey guys i am pretty sure i know the answer but want to know from you guys. I am selling a firearm to a budy at work. Problem is he moved recently and hasnt changed his address on his licence or for his car registration. He asked can he still dros the gun? I said im pretty sure you cant but wanted to double check.

Sorry if this seems stupid but i would rather ask and keep him out of trouble. I also wanted to know because i have never thougt about it before.

IF your address is not current on your CA issued ID/License then you are required to show 2nd proof of residency. IF your information is current on your CA issued ID/License there is no requirement for 2nd proof of residency for Long Guns.

The SSN# part is optional and even is printed "(optional)" on the 4473, the race part though is required by BATF&E. So while it might not cause any problems for the customer the Dealer gonna have a nightmare when audited by the BATF&E if they have a bunch of forms with that section blank.

I thought there was part of the PC included there but pretty much this is what will be needed.

I think you are still G2G. All you should need are any of the two following:

Under Bureau of Firearms policy and in regulations, firearms dealers may accept any of the following:

Utility bill reflecting services to a fixed place of residence. The utility bill must bear on its face both of the following:
The name of the transferee.
Either the residential address declared on the DROS form or the address as it appears on the transferee's identification.

Residential lease that bears both of the following:
The name of the transferee.
Either the residential address declared by the transferee on the DROS form, or the address as it appears on the transferee's CDL or CID.

Property deed the bears both of the following:
The name of the transferee
Either the residential address declared by the transferee on the DROS form, or the address as it appears on the transferee's CDL or CID.

Government-issued (city, county, special district, state or federal) documentation that has all of the following - - This does not include a drivers license or DMV-issued ID card:
The name of the transferee as it appears on the transferee's CDL or CID.
The name of the transferee as the transferee declares on the DROS form.
The residential address of the transferee as it appears on the transferee's CDL or CID or the address update attachment to the driver's license/identification card.
The residential address of the transferee as the transferee declares on the DROS form.

Examples of acceptable proof of residency pursuant to newly-proposed regulations:
DMV registrations are NOW acceptable.
Electricity, gas, cable bill from within the last 3 months.
Signed and dated rental agreement/contract.

Examples of documents that are NOT acceptable proof of residency:
Hunting or fishing license (these documents are not issued by the government).
Cellular phone bill.
Passport.
Pay stub.

One of my neighbors ended up with a bench warrant for a cell phone ticket and a fine, ticket cost,court cost over $1,000

He never updated his address. The address on the ticket was correct but the system pulled what was on file.


Long way of saying, have your friend set up a dmv account and update his address

On that note as well, if the officer messes up your address from your DL, the system will not pull your corrected address, they will pull what the officer wrote. So if you notice it is wrong on your ticket say something or you will get in trouble for his mess up.

The only time that has happened to me, I immediately pointed it out and was told by the officer, "I can't change it, too bad". This was CHP in marin county. I'm sure he was just being lazy.

He can bring two utility bills with his current address on them. Cable, electric and landline phone bills work.

EDIT: Another thing I've done was go to the DMV and get a replacement registration with my current address on it.

I didnt know that I thought your id had to have your current address on out
