Six months after filing a VAF application I'm still waiting for a UPIN. Since we are required to get g-ment approval of our purchases, they should be required to have a system in place capable of processing the apps in a reasonable amount of time. They don't. And, they will not communicate with applicants.

I feel they are unjustly blocking me in my right to legally purchase firearms. Is there any way that I can crack the whip on these bureaucratic cripples?

You can get a group of citizens together, present them with a list of grievances, and then arm yourselves and threaten them with violence if they choose to continue denying you your rights.

Otherwise, no. They'll do what they want and you'll like it.
