    DOJ determining approved handguns

    This has probably been brought up multiple times but I'm interesting in knowing how they do it.

    Does anyone have an insight as to how the DOJ determines what handguns can be on the approved list?

    For example, they have some Kimber 1911 models on the list but not all models, why do they not include these others models when they are practically the same gun?

    It really makes no sense.

    It's too bad we cannot petition a certain make and model.

    The Kimbers on that lists are older models before stricter guidelines for approval. For example:

    Back in 2004, all a gun needed for approval was for an LCI. However in 2011, the LCI rule now requires it to be a CA-Compliant LCI or the big red Sharkfin with big red lettering plus the firearm would need a Mag Disconnect. In 2014, the rules changed again to require microstamping.

    So now a days almost no pistol is being approved for sale in CA.

      I would love to buy a Freedom arms .454 revolver on gunbroker, but they are not on the list.

        I'm pretty sure the AG mandated microstamping back in 2012.

          Another thing, guns that are already on the list does not require to be re-approved annually as long as they keep renewing their roster status. Which is why Glock Gen 3s don't require the new microstamping or CA-approved LCI guidelines.

            You mean as long as the manufacturer continues to pay the extortion fees. And if they update the design for any reason (modify part to fix a safety issue) DOJ decertifies it.

              It's determied but then submitting a handgun to be "safe tested" I believe that's a drop test and some other test.


              Pay a annual fee to maintain "safe" status.


              And meet all required features ie. LCI, Mag disconnect, micro stamping and some other things.

              As far as I know that's about it. Either way it's criminal IMO. Government style. Like someone said above very similar to outright extortion.

                Find a decent FFL who is willing to convert one to a SAE configuration.

                  (a) Article 4 (commencing with Section 31900) and Article 5 (commencing with Section 32000) shall not apply to a single-action revolver that has at least a five-cartridge capacity with a barrel length of not less than three inches, and meets any of the following specifications:

                  (2) Has an overall length measured parallel to the barrel of at least seven and one-half inches when the handle, frame or receiver, and barrel are assembled.

                      One of the absurdities of the list (as someone noted above) is that if a manufacturer changes the product to fix a defect, they have to comply with all the new rules, including micro-stamping. That's why Glock can't issue new OEM magazines with the G-19 to address the HP feeding problem.

                          I don't think the DOJ is involved in the testing process. They make the rules but the mfg probably certifies that the gun complies and provides the testing data. The state may have a firearm "expert" review the info - think of someone like some senators brother in law or cousin.

                            The state certifies the testing labs, the manufacturers submit guns to the labs, and the labs provide the test data to the DOJ.
