    Off Roster

    When someone says a gun is off roster what does that mean..thanks bengray3@yahoo.com

    In California a handgun must be on the Cal DOJ approved handgun list to purchase it. Exceptions would be if the gun is already here and sold used and/or if it happens to be being owned and sold by a peace officer.

    Roster can be found here and there's some additional info on this page...

      Partially incorrect. You do not need to be a peace officer to purchase an off roster handgun IF said handgun is purchased via ppt. You do, however, need to be exempt to purchase an off roster handgun if the handgun is being sold new or is owned by an FFL dealer.

        If the handgun is not on the roster then regular people cannot buy them new, from a FFL/Gun store, or from out of state (new or used). The only way to get an off-roster handgun is to buy it used from another person already in California, or receive it as a gift from a parent/child/grandparent from another state. Gift means you can't say "buy me this and I'll give you the money". If you promise them anything in return then it's a transaction, not a gift, and therefore illegal.

              Off roster means not listed in the California Roster of Handguns Certified for Sale http://certguns.doj.ca.gov

              To clarify - The only handguns you can buy from a gun store are the ones on the roster. Also, if you have a gun store do a handgun transfer when you purchase a handgun from out of state, it must be on the roster.

              Handguns bought from a California resident as a Person to Person Transfer DON'T have to be on the roster.

                    I don't believe it has been mentioned that it is legal to own and operate an off roster handgun in California, as long as it was legally purchased, as outlined above.

                    Many handguns currently Off-Roster were purchased new, from FFL, while ON-Roster.

                      Here's what I said...

                      That part in bold was meant to reference the PPT option...as in "a used gun sold between two private individuals."

                      Perhaps I didn't do a good job of detailing this but the "or" meant that there were two options here. Not that you MUST be a police officer.
