I've purchased a few handguns over the years and the Ca. DOJ/lock situation is usually a little different at each dealer. Policy, stupidity, larceny, etc.? I had one shop tell me that the factory supplied trigger lock "may" not meet Ca. specification, and that I would need to purchase a new lock from them. This, of course, was when I came in to pick up the pistol. Buy here or buy somewhere else and come back for a 3rd trip. Another chain store said that I could return the lock the next time I came in after the transfer. This was a half truth. IF they had sold me the lock separately I could return it later. But since I bought it at the same time I started dros and it was all on the same receipt, it is now illegal to return the lock. Not sure if this is true or not, but that is their policy. I now have a half dozen unopened locks that I don't use that were priced at $6-$12, that I can't even use for a future purchase. I've never had anyone require me to use the lock to exit the store.
So I've come up with a plan for my next purchase.
Start the dros and question the seller about the need for a lock. If it's a new, Ca. approved pistol, you shouldn't need a additional lock. But some may require it. I believe that all used, ptp, consignment, etc. transactions will require a new lock, with proof of purchase within 30 days.
Then, buy a Ca. approver cable lock--I was told that not all locks are approved--from the shop or anywhere convenient for the return, on a separate sale.
Then you can return it at your convenience and not end up with a box of useless junk.
