OP, a quick look on an overlay map and Geocom suggests that this is 'Township' with mining claims on it - which according to THIS BLM website, would be considered private land.

The road into Orosco Ridge east of SD has the same thing. Boats look like the same configuration I've seen.

I go out to Orosco Ridge fairly often (not shooting) and I have never seen any boats out there.. Where are they? Granted, I go out there a lot less now that it's closed to shooting but I hike out there every so often.
