Is steel shot the same as steel core?

Simple question, curious if this whole M855 thing is overblown...seems to me steel shot (12 gauge)is the same?

Lead shot in shotguns generally outperforms steel shot.Greater density of lead makes a huge difference at lower velocity of shotguns.

Oh yeah velocity! Guess I was wondering more about effective damage, seems to me people used to complain about m855? Just goes in and out vs a hollow point...not really effective against organic targets?

There are a lot of AP type ammo for the 12 gauge shotgun, the main issue with the M855/SS109 is because those ammo can be fired from easily available AR pistols. You can't really get a 12 gauge shotgun type pistol easily, so ammo like this one shown below (Rio MG Armored Slug) isn't banned.

They are not the same. Birds and rabbits typically don't wear Kevlar, at least those I've shot.
