Lived out in the Tracy area for close to 15 years. Short answer, nope. All the good spots are either private land or have been built over. Closest public area is BLM in Panoche Hills. About 2.5 hours south on 5. Or you could go to the National Forrest in the Sierras, but that's not really conducive to throwing clays since all those silly trees get in the way.
There's quite a few sporting clays places out in the valley. I've only been to Coyote Valley, but I hear the others are nice. Someone else mentioned Los Altos Gun Club. It's a trek from our neck of the woods, but really a great spot for teaching new shooters. They have manually operated throwers and you can spend all day there and go at your own pace. Nice scenery too.
