In order to make a color really stand out, has anybody put down a base paint of white first?

For example, i was going to use testor's gloss red on a black surface. Will putting the red on directly onto the black surface make the red appear darker and less vibrant. Or On the flip side, by putting on the red color on top of a white base make it appear pink.

Just wonder if anybody experimented with putting on a white base first ...
