All they would have to do is remove the protections against lawsuits from vaccine injury. If they believe the vaccine isn't injuring anyone then what's the issue?

The protection from lawsuits came with some stipulations,
a review by congress every 2 years among them.

Were they led to believe beforehand that the vax was "safe and effective"?
Do the protections against being sued that our federal government enjoys

I read somewhere, I don't remember where, that the reason Fauci and the government were pushing so hard to get the vax approved for children was that once approval is given for children then victims can't sue for damages.

but I don't think that alone would get Every American or Every human to take their shot.
It would definitely look better for the governments and the makers of the vax if they guarantee some responsibility behind their forcing people to risk their health on a medical treatment that is already shown to cause health issues of variant kinds (from minor to major).
But at this point it would just be seen as a possible public relations bluff because once you're injured and you have live long enough and then go to court. Big drug is going to have plenty of lawyer$ and government assistance (that they can pay for ea$ily). So even legal written protection documents might not help if you or your family gets ill.
I think a Lot of people would still refuse the shot even if it was guaranteed on paper/a legal document /a contract signed by the president and all of congress that you would not get ill or if you did get a little you would be compensated /taken care of.
Although it occurs to me that strategically/military speaking, all they have to do is remove access to water and people will generally do whatever they need to do to get some.
Removing food would be too hard and take too long and then they would still have to deal with the people who stocked up or grew their own food, etc.
Removing air is out of the question for obvious reasons but the next thing humans need to survive (that could be tool for bargaining leverage) is a relatively high amount a water, considering our bodily functions, washing and other needs for water.
But I don't think they're at that kind of Last resort tactic yet.
